To enter the country, if travelling by plane, you need to have a biometric passport. When you travel by car, you will be able to cross the EU border even without having an international travel document. For the first time ever, the EU is ready to provide refugees from Ukraine with the opportunity to legally live and work for one year, with a subsequent possible extension of up to 3 years. However, no official statement has been provided on the official website. At the moment, holders of Ukrainian passports can stay in the EU, regardless of the Schengen period, until the situation in their country is no longer dangerous.

Minors will not be able to cross the Dutch border unless accompanied by a parent/legal guardian.

No, you don't need to. From February 28, 2022, the Dutch Migration Service (IND) will not take any decisions on Ukrainian asylum applications for 6 months after arrival in the country. This is called a decision moratorium. This means that, as of now, you can stay in the Netherlands for up to 6 months without the risk of repatriation. It is expected that this law will be changed in connection with the latest EU regulations on the 3-year right for Ukrainians to stay and work in the EU countries.

If you are entering the Netherlands by car: All EU countries have indicated that they will be flexible when it comes to letting refugees with pets cross the border from Ukraine.
If you are arriving in the Netherlands by plane: Upon arrival, after passing through passport control for baggage claim, go to the “I have something to declare” corridor at customs and report that you have arrived with a pet. If your pet does not meet the EU requirements, customs will contact the NVWA veterinarian. If necessary, measures will be taken to prevent the spread of possible infections/diseases. Given the current situation in Ukraine, such issues will be dealt with more flexibly. If possible, please contact the NVWA team at Amsterdam Airport Schiphol in advance at aas@nvwa.nl and provide as much information as possible about your pet and travel itinerary. Tip for travellers with pets from Ukraine - visit a veterinarian in the Netherlands as soon as possible and get your pet registered & vaccinated against rabies, chipped, etc.
